Definition
HQS is the federal standard every Section 8 property has to pass to start receiving HAP and to keep receiving it. The inspection covers 13 main categories including sanitary facilities, food preparation and refuse disposal, space and security, thermal environment, illumination and electricity, structure and materials, interior air quality, water supply, lead based paint, access, site and neighborhood, sanitary condition, and smoke detectors. The initial inspection happens before the first HAP payment. Annual reinspections follow while the tenant remains in place. Common HQS failures include peeling paint, missing smoke detectors, broken window glass, non functioning HVAC, unsecured handrails, and electrical outlet issues. Failed inspections give you a short window to cure the issues (usually 30 days) or HAP payments stop until the property passes. Experienced Section 8 landlords budget for routine HQS repairs as a line item and use reinspections as a scheduled maintenance opportunity rather than a crisis.
